A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §5-1A-6, relating to providing a limit on consulting fees.
Be it enacted by the Legislature of West Virginia:
     That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §5-1A-6, to read as follows:
ARTICLE 1A. ITEMIZATION OF PROPOSED APPROPRIATIONS IN BUDGET BILL SUBMITTED BY GOVERNOR TO LEGISLATURE.
§5-1A-6. Itemization of appropriations for consulting fees; limitations thereon.

The Governor must itemize and designate separately each appropriation for the provision of such professional and technical services as he or she may deem necessary or advisable for each agency, department or division, including, without limitation, accounting, actuarial, consulting, financial and legal services: Provided, That fees allocated for consulting services in the fiscal year commencing July 1, 2013, and for each fiscal year thereafter can be no greater than ninety percent of those expended in the fiscal year commencing July 1, 2012.


     NOTE: The purpose of this bill is to create a requirement for itemization of, and limitation upon, consulting fees.
